Europe Must Be at the Negotiation Table
Ukrainian President Volodymyr Zelenskyy warned at the Munich Security Conference that Europe’s limited involvement in U.S.-brokered talks to end the war with Russia is a “big mistake.” He stressed that any lasting peace must reflect the security needs of the entire continent, not just Kyiv and Washington.
Zelenskyy echoed concerns raised by Emmanuel Macron where Vladimir Putin has ruled for more than two decades.
Cracking Down on Russia’s Oil Revenues
Beyond diplomacy, Zelenskyy called on partners to take stronger measures against Russia’s energy exports, which continue to fund the war. He described Moscow’s fleet of more than 1,000 oil tankers near European waters as “floating wallets” for the Kremlin and urged tougher enforcement, including detaining, blocking, or confiscating vessels that bypass sanctions.
Zelenskyy said he recently discussed these measures with Emmanuel Macron and Ursula von der Leyen, noting that the European Union plans to unveil a new sanctions package this month. “Without oil money,” he warned, “Putin would not have money for this war.”
